Kipensky Andrii Volodymyrovych — Dean of the Social and Humanitarian Technologies Faculty of National Technical University «Kharkiv Polytechnic Institute», Professor of the Department of Industrial and Biomedical Electronics, Scientific Supervisor of the laboratory of biomedical electronics, Doctor of Engineerig.
Born in February 26, 1956, in the city of Moscow in the family of a serviceman. He began his career in 1973 as a laboratory assistant and after serving in the Armed Forces of the USSR (1974-1976) worked as a training master of the Department of Natural Sciences of the Preparatory Faculty for Foreign Citizens of Kharkiv Polytechnic Institute. In 1977 — entered the evening department of the Electric Machine Industry Faculty of Kharkiv Polytechnic Institute in the specialty «Industrial Electronics». In 1981 — transferred to the Department of Industrial Electronics, where he was involved in creating electrical power converters for underground and underwater special vehicles led by Associate Professor Yu. P. Honcharov. The similar investigation became the topic of his thesis work, which he defended with honour in 1983.
Since 1985 A.V. Kipensky has been working to solve the problems of complex automation of the vertical semi-continuous casting technology of hollow billets from non-ferrous metals and alloys. In 1991, after completing his extramural postgraduate studies (1986-1990), under the guidance of prof. V.T. Dolbnia he successfully defended thesis «Thyristor converters with microprocessor control for electric drives of continuous casting machines».
At the department it was the first work dealt with the use of microprocessor control technology and defended in two specialties: 05.09.12 — «Semiconductor Power Converters» and 05.09.03 — «Electrotechnical Complexes and Systems Including their Control and Regulation». The thesis was highly appreciated by specialists not only in the field of converter technology and electric drive, but also in the field of foundry.
From 1992 to 1995 A. V. Kipensky — Head of the Computing Center of Electric Machine Industry Faculty; part-time — senior researcher, senior lecturer, Associate Professor of the Industrial Electronics Department. One of the initiators of creating a new specialty at the department — physical and biomedical electronics and the creation of a scientific-methodological and research laboratory of biomedical electronics.
From 1996 to 2002 — Deputy Dean of the Electric Machine Industry Faculty.
Since 1998 — Scientific Supervisor of biomedical electronics laboratory. His achievements — about 350 scientific and scientific and methodological works, 45 of which — copyright certificates and patents for inventions. He has developed author's lecture courses and laboratory practical works, has published more than 20 study manuals and methodical instructions.
Since 2008 A. V. Kipensky — Dean of the Faculty of Integral Training. Under his guidance the faculty was reorganized, a scientific council and a trade union organization were created and training in new specialties was begun.
Being engaged in scientific research Professor A.V. Kipensky has proposed a new concept for the construction of microprocessor-based pulse control systems, has developed a theory of digital-pulse and pulse-digital transformations and an original graph-analytical method for analyzing and synthesizing the static characteristics of electricity and information converters.
Under his leadership and with the direct participation, thermoregulators for thermosterilization and thermal treatment, ozone-air and ozone-oxygen mixtures generators, apparatus for local, general and complex phototherapy, devices for low- and high-frequency electrotherapy with advanced functional capabilities, devices for functional and X-ray diagnostics s with high reliability of the obtained results have been developed and implemented in batch production, industrial operation and medical technological process.
Since 2002 A.V. Kipensky (in addition to his other duties) — leading research scientist of the JSC (Joint Stock Company of opened type) «Scientific Research Institute of Radio Engineering Measurements» of the National Space Agency of Ukraine and since 2003 — also Chief Designer of the firm «RADMIR» SE SRIREM (State Enterprise Scientific Research Institute of Radio Engineering Measurements) where he was engaged in creating physiotherapy equipment, medical diagnostic devices, microprocessor control systems for various objects, and technological processes.
The result of these works was a defense of doctoral thesis in 2011 in the specialty «Biological and medical devices and systems». Since 2014 — Head of the Specialized Academic Council with the right to accept theses for the academic degree of a doctor (candidate) of technical sciences for consideration and holding the defense. In addition to scientific and pedagogical work Andrii Volodymyrovych is engaged in public activities.
He is a member of the Presidium and a full member of Academy of Sciences of Applied Radio Electronics, a chairman of Kharkiv branch and a full member of Academy of Technological Sciences of Ukraine, a member of Ukrainian Association of Electrical Engineers, All-Ukrainian Association of Physiotherapists and Balneologists, All-Ukrainian Association of Ozone Therapists and manufacturers of medical equipment for ozone therapeutics.
Editor-in-chief of the scientific papers collection «Actual problems of Ukrainian society development», a member of the editorial board of the journal «Prykladna radioelektronika». A member of the organizing committees some of scientific forums, conferences and seminars. In 2013 he became one of the founders of the public organization «Slobozhanske Kozatske Viisko». The Academy of Military-Historical Sciences and Cossacks was established by initiative of Andrii Volodymyrovych in 2014, where he was elected an academician and the President. Since 2015 — a member of the Public Council of Kharkiv Regional State Administration (Cossacks Committee). His fruitful work as a scientist and public figure was marked with the silver medal of the USSR Exhibition of Economic Achievements, the sign «Inventor of the USSR», the honorary diploma of the presidium of the Academy of Medical Sciences of Ukraine, the gold medal of the Academy of Applied Radio Electronics, the medal «For Scientific Merits» and many other awards of public and scientific organizations. He is married, has a daughter Anastasia and a grandson Oleh. Interests: history, heraldry, numismatics, bonistics, faleristics.
