Every citizen should be a subject of constant care and attention of a society, authorities, state institutions, and public organizations, regardless of nationality, religion, financial status, and health status.

The Scientific and Technical Library pays attention to the information needs of each user and informs about legislative changes of Ukraine in the field of health care.

For your attention a collection of normative documents on the rehabilitation of people with special educational needs, legal protecting their rights, freedoms and dignity, and current changes in the legislation of Ukraine::

The library informs about changes in the legislation to contribute to understanding problems related to the implementation of the rights and needs of people with disabilities, mobilize support their dignity and well-being.. People with special educational needs (SEN) have the same rights to rehabilitation, education, employment, and accessible infrastructure as other categories of citizens. Unfortunately, today the quality of living people with SEN remains poor.

Such problems as shortage or lack of special mobility aids, difficulties in getting an education, lack of jobs and insufficient amount of financial assistance from the State, deprive them of the opportunity to live life to the fullest and isolate them from the society. However, physically limited, they are limitless in their abilities, talents and desire for self-expression. Due to the great strength of their spirit and will, people with disabilities achieve significant success in various fields: science, entrepreneurship, artistic creativity, art, and can achieve much more than others.

It is necessary to draw public's attention constantly to the problems related to protecting the rights of people with SEN, because their rights are often violated.

Today, for solving the problems related to social adaptation of people of such category, it is necessary to involve in cooperation institutions and organizations that have certain levers in their activities, scientific and methodological development and relevant experience.

We recall, on December 1, 2021, the Scientific and Technical Library hosted the International remote scientific and practical seminar «With Tolerance in the Heart», which was held as part of the International Day of People with Disabilities (December 3, 2021). The purpose of the event was to draw attention to providing barrier-free access to higher education for people with special educational needs, and preservation of the highest social value —  the human health. At the initiative of the participants, the Information and Resource Center «Without Barriers» was launched in the Scientific and Technical Library, and a remote platform «With Tolerance in the Heart» for sharing experiences was open.
